Roland Shelton served as Arkansas' third Director of the Employment Security Division. He was one of the few directors to serve under two different administrations. He was first appointed in October 1941, by Governor Homer Adkins - who would also serve as director of the Agency a few years later. Mr. W. J. McCain was the Director of Arkansas' Department of Labor during former Director Shelton's tenure.
In 1950, Mr. Shelton was appointed by Governor Sid McMath, who is best remembered for cleaning up Hot Springs by shutting down gambling houses and houses of ill repute.
