Eli Collins

Eli Collins, Arkansas' second director of the Employment Services Department, was the second director appointed by Governor Carl Bailey. Collins also served through the first year of Governor Homer Adkins' term. Adkins was Governor Bailey's political rival. M.E. Goss was director of the Department of Labor from 1939-1941 during Collins' tenure. Collins served from October 1938 until October 1941.

In 1941, during Director Collins' tenure, Act 391 created the Employment Security Law in statute form. The Arkansas Employment Security Division, then under the auspices of the State Department of Labor, was also created. The Employment Security Law remained as a statute until 1987 when Act 753 codified it.
